They should had started this a bit earlier. But things can be said but not done.
Still, even comes to tender, it doesn't mean the process will be entire "clean".
It's really up to the government and our prime minister to give clear guidelines in the transparency of this tender process. If the guidelines are strict, it will minimise corruption.
But in our country, to abolish such practice(corruption), it will take some time. That's why I emphasize on the guidelines must be clear and stern.
Sorry to say that, Penang state government had already started this process once the DAP took over the government.
Frankly speaking, at least business people like us feel that there is fair and justice when it comes to awarding projects. All the people are given a chance to participate. Not like the previous government, everything is hidden and we do not even know why we loose out on certain project. No explanation given, but the fact was "CORRUPTION!!"
So, it will be a good move for doing this, but it will be bad if he is just trying to make a statement which the federal government is not even ready to implement.
Let's hope for the best.
